Futebol!:Question from a non-Brazilian #3: Is there any systematic discrimination against Northern (Northeastern) teams in the Brazilian football scene?

I’ve heard a lot of people saying that teams from the North/Northeast in Brazil are usually suppressed in favor of Southern/Southeastern teams, for example (I’ve been paying some attention for Serie D recently, for some reason), some people are saying that in last year’s Serie D final, the refs hard-favored Brusque, a Southern team, over Manaus, which made it lost the championship. And in this year, there’s a draw at quarter-finals to decide the matchup for the final battle towards Serie C, and two Northeastern teams, America (RIP) and Floresta got pitted against each other, and some people has been claiming that it’s done on purpose to prevent them from both promoting. Are those claims valid? And is it real that Southern teams tend to be favored by CBF over the Northern teams? Thanks in advance!
